Measure usefulness of clerics

Way to measure actual usefulness of clerics & spiritual-communities:

1) Plot on map of a city each House of Worship (church, synagogue, mosque, temple, vihara, chapel, meeting-house, kingdom-hall, mandir, hof, jinja, gurdwara, daoguan, kaikan, etc).

2) Place a dot @ ½-way point between each set of 2.

3) Connect those ½-way dots until they form areas of responsibility-of-influence around each house-of-worship.

4) Chart for each area crime-rate, standard of living, suicides, divorces, child-abuse, education-level, gang-activity, rapes, residents-away-in-prison, etc.

5) Review charts periodically to see if things are improving or deteriorating.

6) Issue fines to clerics whose areas of responsibility-of-influence are deteriorating, and awards to the clerics whose are improving.
